ADRA Sweden is seeking an experienced and strategic Program & Partnership Director to lead our development and humanitarian programmes and manage key institutional partnerships. In this senior role, you will ensure programme quality, donor compliance, learning and impact, while strengthening long-term partnerships within the ADRA network and with institutional donors.
You will be part of ADRA Sweden’s management team and lead a skilled programme team working across development and humanitarian assistance. The role offers a unique opportunity to shape adaptive, learning-oriented programmes that support locally led change in complex contexts.

About the role
As Program & Partnership Director, you are responsible for the strategic leadership, quality assurance and effective implementation of ADRA Sweden’s programme portfolio. You will lead programme governance, donor relations and organisational learning, with a strong emphasis on adaptive management and capturing meaningful outcomes.
The role involves close dialogue with institutional donors, partner organisations, colleagues within the ADRA network and internal teams across programmes, finance and communications.
Key responsibilities
Programme governance & quality
- Lead planning, implementation, monitoring and quality assurance across ADRA Sweden’s development and humanitarian programmes.
- Ensure compliance with donor regulations, internal policies and international standards (e.g. CHS, ADRA policies).
- Oversee proposal development, reporting, audits and organisational learning processes.
- Lead strategic programme planning and results-based management.
- Drive continuous improvement of tools, methods and ways of working to strengthen effectiveness, learning and impact.
- Lead and further develop ADRA Sweden’s results and learning framework, including the use of Outcome Mapping and Outcome Harvesting.
- Ensure monitoring, evaluation and learning practices support adaptive management and partner learning.
Partnerships & resource mobilisation
- Manage and develop strategic relationships with institutional donors such as Sida, SMC, Radiohjälpen, the EU and others.
- Act as ADRA Sweden’s primary programme focal point within the ADRA international network.
- Identify new funding opportunities and lead the development of high-quality project proposals together with partners.
- Ensure partnerships are characterised by mutual accountability, transparency and quality.
- Represent ADRA Sweden in relevant networks and thematic forums.
Team leadership & internal coordination
- Lead and support the programme team, fostering professional growth and accountability.
- Ensure strong collaboration between programmes, finance and communications.
- Contribute to an open, inclusive and learning-oriented organisational culture.
Risk management & compliance
- Identify and manage programme and partnership risks, including safeguarding, anti-corruption and security.
- Ensure audits, financial follow-ups and compliance reviews are completed on time and to a high standard.
Qualifications
Education & experience
- Relevant academic degree in Development Studies, International Relations, Political Science or a related field.
- Minimum 7 years’ experience in programme leadership within development and/or humanitarian assistance.
- Strong knowledge of the Swedish aid sector and institutional donors (Sida, , EU, etc.).
- Proven experience leading teams, preferably in international or multicultural contexts.
- Solid experience in partnership management, proposal development and donor reporting.
- Strong understanding of PMER, results-based management, risk management and organisational learning.
- Experience with adaptive management approaches and learning-oriented M&E methods, such as Outcome Mapping and/or Outcome Harvesting, is a strong asset.
- Excellent communication skills in English, written and spoken, Swedish fluency is a merit.
